The National Salaries, Incomes and Wages Commission (NSIWC) has approved and released the circular for the implementation of the Consolidated Non-Teaching Tools Allowances (CONTTA) and other reviewed allowances, following sustained negotiations over the welfare of non-teaching staff in Federal Colleges of Education.
The Senior Staff Union in Colleges of Education, Nigeria (SSUCOEN), announced the development in a circular dated Nov. 4, 2026, signed by its General Secretary, Dr Aminu Auwalu, and addressed to members of the union.
The union said the circular was released by the Office of the Chairman and Chief Executive Officer of the commission on Nov. 2, 2026, authorising the implementation of the reviewed remuneration package with effect from Jan. 1, 2026.
According to the union, the approval covers CONTTA and other reviewed earned allowances, including responsibility allowance, field trip and teaching practice supervision, laboratory and workshop hazard, and excess workload allowances.
The responsibility allowance category covers senior administrative officers, including Registrars/Bursars, Directors, Deputy Registrars/Bursars, Heads of Departments/Units and Heads of Sections.
Other provisions include allowances for field trips, teaching practice and industrial supervision, high-risk duties, call/shift duty, clinical hazards and the Students Work Experience Programme (SWEP).
A separate earned allowances schedule circulated alongside the documents, bearing the heading of the Senior Staff Association of Nigeria Polytechnics (SSANIP), provides further details of some reviewed rates.
Under the schedule, excess workload allowance is fixed at N2,000 per hour for staff on CONTEDISS 6–12 and N3,500 per hour for those on CONTEDISS 13–15, subject to a maximum of 20 hours monthly.
The schedule also provides N80,000 annually for uniform and protective wear for laboratory, workshop and studio staff across both CONTEDISS 6–12 and CONTEDISS 13–15 categories.
It further indicates that the excess workload allowance for all categories is expected to be phased out without delay.
Other categories covered by the earned allowances schedule include laboratory, workshop, studio, clinical and occupational hazard allowances, field trip and industrial supervision, as well as responsibility allowances for designated officers.
SSUCOEN described the approval as a major breakthrough following what it called a rigorous and sustained struggle to secure improved remuneration for its members.
However, the union stressed that the release of the circular was only the first phase of the process, noting that the next challenge was to secure funding for the implementation and payment of outstanding entitlements.
It said the union would engage the Budget Office of the Federation and the Office of the Accountant-General of the Federation to ensure that the necessary funds were captured in the 2027 budget estimates.
The union also disclosed that 10 months of outstanding arrears were expected to be paid into members’ accounts as soon as the necessary processes were completed.
It assured members that its leadership was already mobilising to engage the relevant government offices to ensure that the final disbursement was achieved without further delay.
SSUCOEN thanked members for their patience, understanding and solidarity throughout the struggle, promising to continue providing updates on the payment process.
